I bought a ZCU 111 and was wondering if I have a 30 day or permanent license for HLS? Looking at the license manager makes it seem like mine is only 30 days?

Your voucher is for a node-locked license to Vivado. The Vivado license covers HLS as well. The voucher also covers one year of software upgrades. After that point, you can continue to use the Vivado software (HLS included) but you won't be able to upgrade it to a newer version.

From here https://www.xilinx.com/products/boards-and-kits/zcu111.html#toolsip , you can read that this ZCU111 kit comes with a "Node-locked and device-locked to the Zynq® UltraScale+™ XCZU28DR RFSoC with one year of updates", therefore you should have a voucher code that came with this kit for this license file.
Have you redeemed this voucher yet? Can you confirm on this please? Thanks

That doesn't answer my question at all. Does that voucher code include HLS access forever, one year, or one month?

The response was given to you based on the license file you've provided and your Xinfo.
First of all, you currently don't have any valid Full license in place, and the one that you've generated is a 30-day evaluation HLS license file.
As you haven't redeemed your license, we have provided you the info regarding what needs to be done next.
We have also indicated an issue that you would encounter going forward with your new license file. Hope this would be useful to you too.
If you redeem you voucher and generate the license file, you can then open this license and see if HLS feature is included or not. Here you can also see if there is an expiration date set or if it is indicated as "permanent". Based on this, you can then get an answer to you question.
As correctly indicated by @tedbooth , all purchased or device locked licenses are valid for 12 months’ worth of software updates. For example, if you were to purchase a license today or, just say, on 1st of August, it would be valid until the end of August 2020, so it would work for any Vivado software releases that will be released before the end of August 2020.
Also, please note that the licenses do not get expired (unless this is an eval license), as they are “permanent” .
