I downloaded an old version of tools to be able to work with an XC4028XLA part, namely the ISE 4.2 tools.
It comes up and asks me for a 12 digit registration ID and the licensing page says that this is no charge. So I entered my MAC Address and obtained a xilinx.lic file in an email. There is nothing in the email that tells me a 12-digit code to enter, which apparently is numeric only.
When I go back to the licensing page to see if I did something wrong, the ISE Embedded Edition is no longer a choice in my list.
