We have a Vivado license that came with the ZC706 evaluation board that we purchased. It also includes a license for ISE but the ISE license expires on 9-30-2018. What are our options for getting a license for ISE 14.7? Can we get a license for ISE or do we need to get it with Vivado? We have Vivado and ISE System Edition installed on our Linux systems.

If the version limit of ISE license is 2018.09, it can support 14.7 permanently.

As correctly indicated by @graces, even if the license version limit (and not licence itself) expires, you can continue using ISE with this license, as the license itself doesn't have an expiration date set and has "permanent" instead. So, you are good to go with this license.
If you have any further questions on this matter or need any further clarification on this, please let us know.
Have a nice day.

That's odd because I encountered an error in Map during my last run of ISE:
Map:258 - A problem was encountered attempting to get the license for this architecture.
We ended buying a Vivado license which included the ISE license.

You can share your ZC706 license for us to check.
