I'm using ISE and Vivado with Fedora distro. I'm keeping ISE 14.7 for using my ML507 boards not supported by Vivado 2016.x...
ISE 14.7 is OK until Fedora version 22 (64-bit version). You can see this on the first image. With XPS, I have Project, Hardware... menus and can open xmp projects and can work.
ISE 14.7 is not OK with Fedora version 23 and later (64-bit version). You can see this on the seconde image. With XPS, I have no Project, Hardware... menus and can't open xmp projects.
What is the problem? Libraries? Has anyone had this bug? Can we workaround this?

Is it possible for you to give it a try on one of the supported OS?
Refer page 7 for details on supported OS: https://www.xilinx.com/support/documentation/sw_manuals/xilinx14_7/irn.pdf

Thank you for your response. I know this document.
I always use Fedora with ISE and Vivado until this problem.
I know that ISE 14.7 war the last version since october 2013.
By using this thread, I succeeded to use ISE with Fedora 23 (it works with Fedora 22 with nothing else).
I added this MESA library for Fedora 23 and ISE is OK:
# dnf install -y mesa-libGLU
With Fedora 25, it doesn't work even if I install all MESA libraries:
# dnf install -y mesa-\*
I stop my investigations and stay with ISE 14.7 and Fedora 22 or 23 and I'll use Vivado 2016.x with Fedora 25.
