Licenses without some features

Hello to all,
I've bought 5 EF-VIVADO-SYSTEM-FL but 3 out of 5 licenses are missing some features:

Analyzer
ChipScopepro
HLS
ISE
ISE System Edition
ISIM
Implementation
Partial Reconfiguration
PlanAhead
SDK
Simulation
Synthesis
SysGEn
Vivado System Edition
XPS

Xilinx license support confirmed that the 5 vivado licenses are in the account and available to generate, so from an electronic fulfillment perspective there is no issue here.

I use Vivado 2020.1.

Have you ever found such a problem? Do you have any suggestion ?

What exact features are missing?

Please note that each on of these should have exactly same amount of System Edition licensing features. 

You can send me the copies/screenshots of these licenses, where we can see these missing features.
