I'm trying to get a help with a licensing problem with ISE and apparently Xilinx feel that, rather than actually providing proper customer support, the most appropriate way for me to solve this problem is by posting a question on this forum, so here goes:
Xilinx's broken license management system doesn't work on Windows 8 and I've used up two rehost attempts discovering this. Can anyone tell me:
1) how can I clear/remove these rehosting attempts from my Xilinx account if Xilinx refuse to provide any way for me to contact them?
2) has anyone been able to get ISE licensing working on Windows 8.1?
3) if the licensing is beyond fixing on Windows 8.1, if ISE will run in a virtual machine and if so, if it's safe to use the Platform Cable USB II to program a device in passthrough mode from a VM?
4) if anyone can recommend an equivalent product to the Spartan-6 LX75 from any vendor with a working licensing system and actual customer support?

I've already tried contacting support via the link you have supplied - both the license option and the 'other' option - and in both cases I get form responses that seem to be telling me that support channel is no longer in use:

My license is node-locked. I tried to rehost it from a older machine that has died. I don't have access to the license files right now but I will post them later. One license is assocaited with the W8.1 machine's WiFi adapters MAC address and the other is assocaited with the machine's disk serial number. Neither works.
I now understand that Windows 8 is not supported . I would like to get back the two failed rehost attempts I wasted trying to get it to work. I also want to figure out how I can run ISE on one of the machines I have avilable to me: one is running Windows 8.1 and the other is a server running VMWare ESXi. I guess my options are either to run ISE in a VM or to downgrade Windows 8.1 to a supported version of Windows. VM would be preferable - am I likely to be able to program my dev kit via the USB cable from a VM?

1. Install supported OS in VMWare. See supported OS in this link: http://www.xilinx.com/support/answers/18419.htm or http://www.xilinx.com/support/documentation/sw_manuals/xilinx14_6/irn.pdf
2. About connecting USB cable to VM depends on the settings of VMWare and USB drivers.

You will get the above responses if you chose Technical issue from the support form. As such, if you wish to clear/remove these rehosting attempts from your Xilinx account, please contact our customer support team by filling in this form: http://www.xilinx.com/askx/customer_service_form.htm and selecting the below option (please see the screenshot below) and they will be able to reset this back to 0/5:
