Tengo un problema al tratar de descargar ISE, ya lo intente de muchas maneras y no me es posible, de igual forma corrobore los datos con los proporcionados por mis compañeros de estudio ya que ellos no tuvieron problema al descargar, los introduje de la misma manera y el error me sigue apareciendo, si me pudieran ayudar. Gracias.

Looks like your Xilinx.com profile is currently blocked and is being screened by our export compliance team and is placed on hold and that is the reason why you are currently unable to generate a license or download Vivado.
Therefore, please contact Xilinx Customer Support (websupport@xilinx.com) (see AR https://www.xilinx.com/support/answers/44043.html for more details) and they will work with Global Trade Compliance team (GTC) to get this checked and unblocked for you then.

However, export compliance team has now reviewed your account and has enabled your profile and you are good to go now. Please try again and let me know if you still seeing this error.
As a recommendation, since your profile was blocked in the first place, there is a chance that each time
when you update your Xilinx.com profile in the future, it will get blocked once again. Therefore, please don’t update your profiles (unless it is needed to do so) once the profile is re-enabled.
If this happens for you again, please contact Xilinx Customer Support(websupport@xilinx.com) (see AR https://www.xilinx.com/support/answers/44043.html for more details) and we will unblock your profile again then.
