Looks like your Xilinx.com profile is currently blocked and is being screened by our export compliance team and is placed on hold and that is the reason why you are currently unable to generate a license or download Vivado.
I have contacted the Global Compliance Team (GTC) to verify your profile and to get it unblocked, if all is OK with the profile. I will update you once this is done.
In the future, if you'd encounter the same problem, please contact Xilinx Customer Support (firstname.lastname@example.org) (see AR https://www.xilinx.com/support/answers/44043.html for more details) and they will work with GTC team to get this unblock for you then.

Your profile is now active and full access given.
Please be aware that each time you'd update your Xilinx.com profile, your account would get blocked then again, to be screened by our export compliance team again. Therefore, if you'd need to update your profile and would then see the same error, please email Xilinx Customer Support (email@example.com) and we would then re-enable your profile once again.
