SDK fails to launch from Vivado 2016.4 Windows 7 x64 and directly from xsdk.bat

It has been working for several months. Yesterday windows updated and forced a reboot while the SDK was open. Today I cannot even get to the main SDK screen. The log says:

Can you try adding the SDK executable location to PATH environment variable?
