It is my understanding that Xilinx cannot issue any new licenses for ModelSim XE and that there was a Discontinuance Notice regarding this.  You didn't mention what devices you are working with.  ISE 10.1 supports all of the devices available in 9.x and comes with ISIM simulator.  If you are not using very old devices like Virtex II or Spartan 2, then you can upgrade to ISE 14.7, which comes with a much improved version of ISIM.
