I try to download ISE Design Suite for Windows 10 - 14.7 . I fill in the all blanks but I got an error. Error is The file "you have requested is not available". I try another version of ISE design Suite but I have same error.

I downloaded vivado last year and I downloaded ISE 3 years ago. For this reason Xilinx not refuse my request in this time???

I don't think that is the reason.
Please try to download it once from the link-https://www.xilinx.com/support/download/index.html/content/xilinx/en/downloadNav/design-tools.html.
If that doesn't helps, then please follow the @nupurs post.

Were you able to download the required Software by now or still seeing the same behavior? If so, please let me know and I will be able to investigate further on this matter.

I too have this problem with the same error messages. It seems like none of the files are available, even the archived older versions.

This sounds like there is an issue with your Xilinx.com profile verification at the stage when you are trying to download any software from Xilinx.com page.
Try changing the selections in your Xilinx profile for the following fields:
"Job Function*" and/or "Primary Market*"
Please try selecting something different for these fields, to what you have right now, and then click Next. See if it lets you to download the software then, as we have seen this working for some other users? The root cause is still unknown, as this behaviour is only seen for a few users, and not for everyone.

I'm having the same problem with Vivado 2018.2

Please note that your account was previously blocked and has been screened by our export compliance team and was placed on hold and that is the reason why you were previously unable to download Vivado.
However, export compliance team has now reviewed your account and has enabled your profile and you are good to go now. Please try again and let me know if you still seeing this error.

Your profile is now active. You should be able to download this time. Please try again and let us know if you still seeing issues.
As a recommendation, since your profile was blocked in the first place, there is a chance that each time when you update your Xilinx.com profile in the future, it will get blocked once again. Therefore, please don’t update your profiles (unless it is needed to do so) once the profile is re-enabled.
If this happens for you again, please contact Xilinx Customer Support(firstname.lastname@example.org) (see AR https://www.xilinx.com/support/answers/44043.html for more details) and we will unblock your profile again then.

Unfortunately, due to strict internal export control policy, it is no longer possible to maintain an online account in some E or D category countries.
If the country you are in is a D category country, that is the reason for this error and Xilinx Export Compliance won't be able to unblock your profile.
For more info, please go through the link below.
Since you are from a university, please contact your Professor and see if they have an alternative way of obtaining the required software for you.
Your professor can also contact Xilinx University Program and see if they can do anything for this situation.
