I am aware that after Windows updated to the Fall Creator update many people have been reporting problems. I too am having issues with Vivado after this update. I have seen many people link to AR# 69908 claiming that this solved their problem but I think I may be having a different problem.
I have applied the fix suggested by AR# 69908 and have tried to run vivado.bat in cmd and get what is seen in the first image. When trying to run vivado using the desktop shortcut it times out. When trying to run vivado from the unwrapped directory I get the error seen in the second image.
I have tried to do a fresh instillation of Vivado 2017.3 since the Fall Creator Update but still have issues as well. Any ideas as to how to find a fix would be highly appreciated!

I suspect this is due to corrupt install.
After downloading .tar file from xilinx.com, compare the MD5 sum value of the downloaded file with the value in the website.
If it is not matching , try to download it without download manager and then compare.
Then try installing the tool from the .tar file which has correct md5sum value.
Use 7-zip for extracting the files.

Can you try installing Vivado in batch mode?

I have checked the md5 check sum value and confirmed that it does indeed match what is posted on the download page
I was able to successfully generate a configuration file based off the userguide you posted but can't successfully get the xsetup to execute. Upon launching it I receive the following error seen in the image bellow. I have done some more research into why it may is failing on the credential check and found this thread which suggests that maybe this feature doesn't work anymore? I am also attaching the logs when I try to run the setup using the debug flag to see if maybe there is something I am missing.
