We had a picozed board and it worked with Vivado 2015.2 with no license issue (I think it came with a locked license voucher). Now, we updated to 2018.2 and the license no longer works. We contacted ADI about buying adrv9361-z7035 and if it comes with a license voucher and they said No. What are our options now?

What is the specific part/ board you are targeting in 2018.2? The support status changes for parts as Vivado Versions change. This could or could not still require a license. if this does still require a license then it is possible the version limit is not compatible with the newer Vivado version. I have linked our AR including the license version limit compatibility chart below.

We are targeting ADI (adrv9361-z7035) ...previously known as "PicoZed"...Avnet used to manufacture the PicoZed, now, Analog Devices do and call it "adrv9361-z7035 "...it uses Xilinx Zynq XC7Z035-2L FBG676I AP SoC

To target XC7Z035, you'd need a full purchased license, as this part isn't a webpack supported device. The full list of the WebPACK supported devices can be found here: https://www.xilinx.com/products/design-tools/vivado/vivado-webpack.html#architecture
Therefore please contact your local Xilinx sales representative in relation to pricing of the license etc.
You can also use a 30-days Vivado Evaluation license, if you haven't used this already. With this license you can work on your design for 30-days and after that, you'd need a purchased license file.
