I just installed Vivado 2019.2 on RHEL 7 and get the following error:
ERROR: [Common 17-70] Application Exception: JVM: Can't create JVM - ErrorCode: -3
This was not an issue on Vivado 2019.1. I've consulted AR #51659 to no avail, even when allocating ridiculous amounts of memory to the JVM (e.g. -jvm Xmx4096m). Any ideas?

Problem solved. For some reason, our 2019.2 installation had several executables that only had executable permissions for root. After these files were given group/other executable permissions, the Vivado GUI launched as expected.
