I work for an international company with an office in Ukraine. There seems to be issues with them purchasing the software directly due to export compliance issues with the US

From a company perspective, are we allowed to purchase the software, install the license server outside Ukraine (in Germany) and allow users in Ukraine to access it from their Ukraine site?

Looks like their profiles are currently blocked and are getting screened by our export compliance team and are currently placed on hold and that is the reason why your colleagues in Ukraine are currently unable to generate a license or download Vivado.
Please ask these user to contact Xilinx Customer Support(websupport@xilinx.com) (see AR https://www.xilinx.com/support/answers/44043.html for more details) and they should be able to check and unblock their profile then.

If this is in relation to the Vivado software licensing, there shouldn't be any issues in this case, as you are working for the same company, so you wouldn't be breaking the End Users License Agreement. If this is in relation to the IP Core licenses, if the type of these IP Core licenses is Worldwide (and not Site for example), then this is OK too.
Anyhow, i would suggest you to read both Software and IP Core EULA's for further information regarding any restrictions and limitations, etc.
