DDR3 16-bit in a sinle bank

I am using a Kintex 160T part in a 676FFG package. I want to create a 16-bit DDR3 interface using a single HP bank (e.g. 33). If I use MIG it doesnt seem to allow this. There seems to be enough pins in a single bank so why cant it be done?

Thanks
