Kindly suggest a FPGA or CPLD (Preferable part with vivado support) which can have maximum 200mW power consumption. What will be the maximum power consumption for XC7A12T-1CPG238I and XC7A12T-1LCPG238I. Is -1L speed grade part recommended for latest designs.

Will there be significant reduction in power between Spartan-7 and Artix-7. Also parts in XPE with speed grades like -2LE are not seen in vendor sites. Are these low power parts not recommended for latest designs?
The fabric is the same for Artix-7 and Spartan-7 however the logic resources are lower in Spartan-7 and so your static power will be lower in Spartan-7. Also Spartan-7 has a smaller footprint. Regarding -2LE parts, you may want to check with your distributor FAE or Xilinx FAE if you have one. Also, -2LE is only available for Artix-7 which is an overkill for your application I believe.
Is CPLD recommended for latest designs, please suggest a CPLD part with least power possible.
Personally I would not if your design is going to be a long term product. Also tool support is something you need to look at. Vivado doesn't support CPLD's. Take a look at Spartan-7 family and the lowest part XC76S may do it for you.

Depends on the part as static power is dependent on the device. Check if the XC76S fits your need and use XPE to see what you get.

@bivin There is no support for CPLD in Vivado. Not sure of your requirements, but based on your description I would recommend you check out Spartan-7 over Artix-7 if you don't need Transceivers which I suspect is the case in your design. Regarding Power consumption, it depends on your usage and you will need to use XPE or Vivado Power to estimate based on your design. I would recommend you go through below link to get a better understanding

I estimated power using XPE for smallest Spartan-7 and Artix-7 but couldn't find much difference between them. Will there be significant reduction in power between Spartan-7 and Artix-7. Also parts in XPE with speed grades like -2LE are not seen in vendor sites. Are these low power parts not recommended for latest designs?
In my case, FPGA is used to generate synchronization/control waveforms, atmost 10 signals.
