KC705 not recognized by computer

I'm following this document to setup my KC705 board

https://www.xilinx.com/support/documentation/boards_and_kits/kc705/2014_3/ug883_K7_KC705_Eval_Kit.pdf

- The SW13 switches are toggled at 11010 as per the instructions.

- SW11 GPIO dip switches are off

- The red power switch is flipped to on.

- There is a single green LED on by the '12V' label in the upper right corner.

- The display bar shows a single line (as per figure 3 in the document)

I've installed the CP210x drivers from here:

http://www.silabs.com/products/development-tools/software/usb-to-uart-bridge-vcp-drivers

My board is plugged via the USB-to-Mini-B cable into my Windows 10 computer. In device manager I do not see any 'Ports' devices or 'USB' devices. Not even an unrecognized device. I've tried different USB ports and different computers. But whenever I plug in the board, the device manager does not even refresh.

Is there something obvious I'm missing here? Is there some switch that I've forgotten to flip or might this be a defect of the board?

There are two USB ports, one for UART (top) and one for JTAG (middle).

Make sure you use the right one.

After that you got to plug in the PCI-e power adaptor NOT from the computer.

Then obviously turn on the card.

Thanks all, I'm going through AR50079.

It seems to be a power issue since only the 12V LED (DS22) is on. All the other LEDs are off.

To debug this I've ordered the TI USB Interface Adapter EVM as per AR#54022,37561,56811.

I would be grateful to know if anyone has seen this problem before and whether the TI-USB solution to reset the board to factory power settings fixed it (or if you have anymore suggestions).

This is a fresh board that I bought today. It would be a shame if this was a board defect that required an RMA.
