I am using a CMOD S7 board to run four frequency counters. I was hoping to improve on accuracy by using a high end external clock instead of the CMOD S7 onboard 12 MHz clock. I have a Connor Winfield M100F. It requires 3.3V power. I cannot use the VCC from the PMOD connector as I have another device in there. Would it be possible to power it with one of the general I/O pins of the FPGA held HI at 3.3V. I am looking for a stable 3.3V supply and trying to avoid using a voltage regulator.

I wouldn't encourage this, the IO is not intended for this.
What sort of current consumption is needed by this TCXO?
Can it not share the VCC from the PMOD
