VC707 not work

Our VC707 doesn't work.

We use Vivado 2017.1. We can find device and program vc707 via JTAG. But It seems not work. 

For example, when programed IBERT series 7, there are no content in 'Serial I/O Links', and no signal output.

and when we restart (power off and on) vc707, LED2 is always on.

and when using BIST test vc707, all test passed except 4. FLASH test.

It says "fail at initialize" .

Could you help us what should we do ?

We followed

Virtex-7 FPGA VC707 Evaluation Kit - Board Debug Checklist

and at 6.  Master BPI Configuration, using iMPACT, we identified vc707 successfully. But we failed at programming.

And we doubt if there is way to repair Xilinx's board. We are now in Japan. Is there service (repair) center in Japan? or should we send the board to America?

What are your mode pins set to?  Please send me the status register information.

Is this board under 90 days warranty? If yes, ask your FAE to file a RMA SR.

If not under warranty, contact whizz systems.

Thanks for your reply!

We tried many times with different mode pins. e.g.) 00010 as default, 01010 as board Debug Checklist said, 11010 as @hbucher said. But all failed with the same log.

You have to select the FPGA and then read the status registers.

I see that you are trying with flash device selected.

We did debugs many times, but our VC707 still doesn't work with the same failed message. Could you tell us what is the problem?
