VCCO problem

I use artix-7 device, XC7A200T-2SBG484I.

VCCINT = 1.0V, VCCAUX = 1.8V, and VCCO14/16/34/35 = 3.3V, VCCO13/15 = 2.5V.

VCCO13/15 are voltage for LVDS25.

Configuration Mode is Master SPI(x1)

 

1. The regulator's output for LVDS25 was 2.9V~3.1V.

2. I checked Device's all power pin, configuration pin, PCB Routing But there is no problem.

3. Although I removed the regulator,  the Voltage did not change.

 

Currently, TMDS33 is used instead of LVDS25.
What can I do to identify the cause?
 
* I checked powerpin, PUDC, Modepin
* Four sets of circuit boards were assembled on the SMT line and all boards have the same problem.

There is no other power connection.

Remove the A7 from one of the boards and re-check the voltages.

If VCCO13/15 is still higher than 2.5V, there's a short on the PCB between the power rails. If the VCCO13/15 is 2.5V, there's a problem with the A7 footprint.
