Power Supply is pulled down after programming FPGA

Hi,

 

I am using XC3S50AN FPGA. I used 5V supply and voltage regulators( 1 1.2V regulator and 2 3.3V regulator) to power up the FPGA. 

 

First Scenario : Using 5V 300mA, I was not able to program the FPGA as the done pin doesnt go high.

2ns scnearion: Using 5V, 150mA, I was able to prgam the FPGA with the done pin goes high, 3.2 V. However, my 5V is pulled down to 3.6V. When, I tried to increase the current up to 200mA, the done pin goes low. 

 

Please help. I a new to developing project using FPGA.

You have a high current draw somewhere on your board.  I suspect one of your regulators is shutting down.  Maybe you have a short somewhere.  What is getting hot when you increase the current limit?
