7 Series Integrated Block for PCIe - Outgoing Memory Read Request Failure in some systems

I am using the 7 Series Integrated Block for PCI Express (3.0) with a custom DMA block on a VC707 card (built in Vivado 2014.4). The software/driver can read from and write to the PCIe registers in multiple BARs on the card, but when the card issues a Memory Read request, there is no response. Note that when the same VC707 card is placed in a different machine (same OS, different motherboard), everything works perfectly. Are there any BIOS settings or driver PCIe configuration issues that may cause this behavior in some machines but not others, or does this point to the FPGA design?
