I have in FPGA an embedded system (NOT Microblaze based) which has IIC controller. In order to test this, I want to use Microblaze system with AXI IIC peripheral acting as a sensor; this is, I want MB IIC acts as a slave to the other IIC controller and deliver responses back
Any recommendations about hardware design and how to handle this in software in the MB side?

Model your I2C slave as a small memory. Use a small FSM to intercept address / subaddress and process that to a selected register. Then you can run transactions on your master side and validate that they're making it to your slave. You could also do that with Microblaze, but that seems like more work.
Use ILA to debug it if you need to.
