is the 1.0V power supply shared between ps & pl. If so, there is no way you can avoid the static power consumption of the pl. You can always chose not to program the pl which should have the lowest power consumption. Also you need to be able to turn-off the clock signals to pl both ps/pl interface clocks & io inputs. If you can turn off pl power supplies that should minimize the contribution of pl to a very low number if not zero.
