Microblaze BMM error Vivado

I am building a design with an array of microblaze processors in a generate loop but get an error when building (Vivado 2019.1)

I have assigned the elf file and bmm to the microblaze:

add_files -fileset sim_1 -norecurse $elf_location
add_files -fileset sim_1 -norecurse $bmm_location
set_property SCOPED_TO_REF mb_system [get_files -all -of_objects [get_fileset sim_1] $elf_location
set_property SCOPED_TO_REF mb_system [get_files -all -of_objects [get_fileset sim_1] $bmm_location
set_property SCOPED_TO_CELLS {{ microblaze_0 }} [get_files -all -of_objects [get_fileset sim_1] $elf_location
set_property SCOPED_TO_CELLS {{ microblaze_0 }} [get_files -all -of_objects [get_fileset sim_1] $bmm_location

But I get this error when building:

Generating merged BMM file for the design top 'design_TOP'...
