I want to implement raid 0 controller on fpga but I can't find any specification document which describes how to implement it.
Is there any document for raid controller implementation?

I don't think so. We don't deliver raid IP and it may interconnect to an FPGA through a more normal protocol with the "raid" features ( data stripping) hidden in the raid drive controller. The data will come to the fpga without us knowing or needing to know whether data striping was done or not. Actual implementation of a raid controller would require deep knowledge of the drive's design which is usually proprietary. I don't think you would normally be able to take an off the shelf disk drive and turn it into a raid device.

We also have a Xilinx Alliance Program which is meant to connect customers with other companies working on IP like you are suggesting: https://www.xilinx.com/alliance.html
From a quick search, I found that IntelliProp seems to have a Raid 0 controller: https://www.xilinx.com/products/intellectual-property/1-3gjeq0.html
Maybe if that interests you, try contacting them or look around if there is another option through the Alliance program. They might have some insight into what their IP is capable of and if it will meet your design requirements.
