XSI license issue

Dear experts, 

I am working on Belle II experiment.  We use a lot of FPGA for our data acquisition and trigger electronics. In order to study the performance, we are using XSI (Xilinx SImulatino Interface) to make a co-simulation in our software package.  As far as I know, the main part is to include some head files from XSI for compilation. 

Now our software group is planning to release the whole software package to Open Source community. Our concern is whether we can keep the XSI head files in our software package.  Could we apply the 3-clause BSD license claim and keep the XSI co-simulation in our software package?

These files are protected with copyright infringement so it can not be move to open source.

Hello Miti(Xilinx Employee),

We are mainly referring to the Appendix I of UG900 to interface the firmware shared library and the user C/C++ code.

For example, after making the firmware as a shared library, one needs to include the following files in his/her own C/C++ code,
xsi.h
xsi_loader.cpp
xsi_loader.h
xsi_shared_lib.h
... etc.
in order to make use of it.  One also needs to run the setenv.csh and run.csh (run.bat in Windows) to set the environment parameters.
