CPG196 Land pattern

I used Xilinx's recommended footprint for the CPG196 (from UG393) and my fab house is telling me it's not a buildable design, to either Class 3 or Class 2 standards. Does anyone have any recommendations on pad sizes/via sizes?

For the more recent user guides (newer families that use the FGG packages also), we say 0.50  to 0.63 mm depending on the package, typically 0.60 mm for FGG which lines up with the Nom value in the package drawing.  Those numbers are close to the industry standard. 


The BGA ball doesn’t really need to fit completely into the opening.  When it goes through reflow process, the balls melt into the shape of the opening, making the connection with the pad:

Apologies - the ambiguity lay in my description of the problem; it isn't the land pattern itself that's the issue, it's the recommended via breakout (hole diameter and capture pad) that doesn't seem to meet IPC's minimum requirements for annular ring (.15mm hole, .27mm land).
