I've got a simple board of XC6SLX16-2FTG256C and there is no additional PROM.
I can success to make bit file and tested with it.
But as you already know that If I turn-off the power after turn-on, then FPGA is reset.
So If I can do make MCS file, I want to use this board.
But I don't know what exactly should I have to do to make MCS file
Would you please let me know what am I supposed to do ?
Please step by step let me know.

Are you sure there is no PROM on the board? Very few commercially available boards do not contain non-volatile storage for the FPGA program.

Sorry, that was my typo. not PROM, I mean flash memory.
and I've attached document of fpga.
you can see, there is no any flash memory.
I'm not sure, but I can make a MCS file. but I don't know .
Would you please let me know?
