In short: Vivado can't opent .xsa
In long:
For this command: open_hw_platform
The result is this:
CRITICAL WARNING: [Platform 74-22] The XPM file <PATH TO>/Base_Zynq_MPSoC_wrapper.xsa could not be found.
ERROR: [Common 17-69] Command failed: Failed to read Xilinx Shell Archive. File does not appear to be a valid hw platform.
For this command: validate_hw_platform
The result is this:

This seems to me as such of a corrupted/not well exported XSA, however Vitis has no problem importing it!
(Oh yes and the xsa was exported from an example project provided by Vivado.)

The open_hw_platform will only work for accelerated embedded platforms
Can you pass on the XSA?

After extracting the content manually: I was able to open the psu_init.html and use the information stored in there.
