I’d like to communicate between my FPGA board and laptop via PCIe. My board is VCU110 with Virtex UltraScale FPGA and the laptop has an ExpressCard slot.
I tried to find a PCIe cable to connect and an ExpressCard adapter to attach to the laptop, but I don’t know which ones to buy. Is there any suggestion? Can I buy this (https://www.newegg.com/Product/Product.aspx?Item=9SIA8RU34D6394) as an ExpressCard adapter?

If you just want for testing, just don't mess with it at this level. Too many parts.
Buy a used $40 used Dell at eBay and stick the card in it. If it does not fit, buy a riser cable
If you want to mount the card on top of your box, spend $90 a silver-plated 25cm cable
