I have been working on Zynq Base TRD 2015.4, where I was trying to change the filter to something else. I recently came across this site. It lists a method to install Ubuntu 2016.4 on the ZC702. Which gave me the idea of implementing the said filter in Ubuntu. To do this, I was thinking of using the OpenCV Python library and the raw data from the VDMA stored in memory but I can't seem to find a way to access it. Could anybody help me with how I can access raw VDMA data in Ubuntu so that I can process it and display via HDMI?

You can find more information on the Xilinx DMA (and VDMA) Linux Drivers on the Xilinx Wiki for the DMA Drivers.
