For 2160p60 YUV444/RGB video, only 8bits is supported as defined by HDMI 2.0 spec due to bandwidth limitation (PG236). Kindly check.
I believe you have connected 4k monitor. Please provide details of your HDMI monitor.
Possibly this issue could be related to Si5328. Kindly check https://forums.xilinx.com/t5/Video/HDMI-TX-SS-example/td-p/872298 This thread might provide you some help to resolve your issue.

I am using my DELL monitor's EDID in my board,which can support 2160P 30HZ & 60HZ.In my rx board ,an I2C eeprom which contains the EDID is used for TX reading.My computer can access my board same as DELL monitor.

Thank you for your kindly guide.
I really send 2160p60hz, RGB 8bit video to my DELL monitor and rx board via HDMI cable,and my rx board use the same EDID with DELL monitor.My computer can identfy their resolution correctly(regard both of them support 2160p 30 & 60HZ).

Did you try chaging your monitor with 4K monitor?
Please let me know your monitor details.
