u250 -- MIG calibration timeout after bitstream download

I've migrated a well tested SDx system from the u200 to a u250.  However when I attempt to download the bit stream to the device, I get the following error from xbutil program

 

INFO: Found total 1 card(s), 1 are usable
ERROR: xbutil program failed.

 

Digging into the dmesg  logs, I see the following error:

icap.m icap.m.256: calibrate_mig: MIG calibration timeout after bitstream download

I can successfully run xbutil validate on this system.   I have also built other designs and was able to load them on the same system. 

How can a kernel change impact MIG calibration which is well outside of my design?

How do we move around this issue?
