I have a problem with ChipScope Pro 14.4 similar to this one:

I generated IBERT core and tried to perform RX Margin Analysis.
When I started measuring 2D eye-diagram (Kintex 7 325), I got an error:
ERROR: Internal Error - runCseThread method() failedjava.lang.NumberFormatException: For input string: "1,25"

ERROR: Communication with server failed: java.lang.NumberFormatException: For input string: "1,25"
ERROR: client/server communication not open.
ERROR: client/server communication not open.
I try to change Region and Language format via Control Panel to English(USA) and code page to 65001(>chcp 65001)
I use PC with Windows 7 (32 bit) and ISE 14.4 (Kintex 7 IBERT 1.3).
What should I do for fixing this issue ?
