how can we create fsbl for microblaze and where it is we can see in SDK?

The code for MicroBlaze resides (usually) in the BRAM.  There is a utility called data2mem which may be used to get images of new code into an existing bitstream without resynthesis, replace, and reroute.  Otherwise it is created for you in the EDK tool (startup program becomes part of the bitstream located in a BRAM).

SDK provides srec and spi srec bootloader templates. However, to use them you will need to convert the application to an srec format.
