To answer this question you must have a KCU116 evaluation board at your disposal.
When you power on the board with a ethernet cable connected to some valid device, into the RJ45 connector on the KCU116 board, does the PHY device power up and turn on the LINK yellow LED on the board and the LINK green Right LED in the RJ45 connector.
This experiment is run with the default Built In Image on the FPGA. Simply Power on. Connect something via ethernet cable into the RJ45 connector. And let me know of the lights come on, board side.
I am trying to rule some things out in my attempt tp get my board running with this interface. I may have a defective board.
