After I set up Vivado Project with PS, I exported hardware and created application helloworld in SDK and there is some probles,.
The problem is that application "HelloWorld" with UART0 can ouput in ZCU102 REV1.0 but not Rev1.1. What's the Difference bettween Rev1.0& Rev1.0. Even I setuped Vivado 2018.3, there is onle REV1.0 in the ZCU102 Board list.
The error failed on Rev1.1:
But it's OK on Rev1.0:
Anybody knows why? and what's the difference between Rev1.0 & 1.0, and Why there is no Rev1.1 in both 2018.2 and 2018.3 ZCU102 Board list?

ZCU102 revision 1.1 having changes only related to mechanical specifications therefore in Vivado 2018.2 and 2018.3 ZCU102 Board list shows only revision 1.0.
Kindly try debugging your ZCU102 revision 1.1 board with Zynq UltraScale+ MPSoC ZCU102 Evaluation Kit Debug Checklist provided at AR#68386

I don't thing that the changes are only mechanical, but also if you have the most recent version of the board (which is most likely the case, considering the date of your post), then you should take into account that it comes with new SODIMM that requires 2018.3 First Stage BootLoader (FSBL).
If you have an older version of Board Support Package (BSP) than 2018.3 then most likely it won't work properly. You might also face such an issue while trying to put Ubuntu Desktop on the board .. it simply doesn't boot because the FSBL is not suitable and therefore the next steps won't be reached (such as U-boot, Load Kernel, etc ...)
I am not sure whether you're doing bare metal or OS-based implementation, but I had spent a lot of time before I figured it out.

Regarding your questions:

A: I second Rashed's comments. The psu_init.tcl won't work as expected on the newest boards:

A: Rev 1.0 & 1.1 have only mechanical differences, but Rev 1.1 beginning with 0432055-05 have a different SODIMM.
Q: Why there is no Rev1.1 in both 2018.2 and 2018.3 ZCU102 Board list?
A: Since there were no mechanical changes, this was not updated. It will be updated on 2019.1
