Connecting Eval Boards

Are there cables available to connect a ZCU102 eval board to a ZCU104 eval board using the FMC Mezzanine connectors?

Easy answer is no.

There are many different signals on the FMC,

you need to break out those that you want and connect them.

There are generic FMC break out boards around,

such as this
https://fmchub.github.io/projects/FMC_LPC_BREAKOUT/Datasheet/FMC_LPC_BREAKOUT_datasheet.html

Select carefully if you want to get multi Gb serial signals out, simple cards as above wont work at high Gb/s

You need to be careful here.  Besides the obvious question of verifying that the voltages match, there is the JTAG daisy chain to consider.  Both boards will want to be the master.  This means that both will be driving TCLK, TDI will be connected to TDI and TDO will be connected to TDO.  Chances are that if you can't break the JTAG chain between the boards, neither will boot.
