Help creating a boot.bin in a similar way to reVISION-Getting-Started-Guide

Hey everyone,

During the reVISION-Getting-Started-Guide we build a BOOT.bin file that loads petalinux and writes the bitstream file. I'm trying to create a project that does something similar but all the guides and tutorials related to petalinux seems to want me to use the petalinux environment which is not available on Windows 10. Did the reVISION tutorials only work because of prebuilt boot files or is it possible to do this work exclusively in a windows environment? I'm having a little trouble figuring out the workflow still. 

Goal : Create a project that produces a boot file that loads petalinux and the bitstream and allows me to run an executable. 

Any help would be much appreciated
