can we have a 64 bit input and a 16-bit output line for a BRAM? in other words i want to store all the 64 bits in one go but i want to take 16 bit output at a time.........

You can have different port sizes on the same block RAM.  For 64 bits you would need more than one block RAM, for example two block RAMs with 32 bit interface on one port and 8 bit interface on the other.  Or you can use CoreGen to create such a RAM  for you.

If you'd bothered to read the user guide for the chip family you're using (for example, UG331 for the entire Spartan 3 family), you'll see that your question is answered completely.
