ERROR: [Labtools 27-3157] File Error: Expected device C:\Users\Jim\AppData\Roaming\Xilinx\Vivado\xc7z030 but found device xc7z030.

I can't figure out the magic combination/sequence to program my AES key into BBRAM.  My ultimate goal is to program the AES key into eFUSE, but this same error comes up when trying to program eFUSEs also.  

 

Using Vivado 2017.3, Hardware Manager.  

I've tried slowing speed from 6Mbit to 1.5Mbit with no change.

 

Here is the TCL console output after power cycle on PicoZed board/carrier, then bring up Vivado.

This has worked at times, but it is inconsistent (and rare).

 

When I try to clear BBRAM then program with AES key, I get the following TCL console output...

Vivado always try to search device in the Roaming directly that's abnormal. Do not open your own project. Try to open hw manager only and let the device be detected automatically. Then try to assign AES key file to the device and see if it works.
