How to add UTF-8 Locales to Petalinux package?

Right now I'm struggling with adding en_us.utf-8 locale to my build. Yocto manuals suggest to add IMAGE_LINGUAS and GLIBC_GENERATE_LOCALES to the conf/local.conf file, but as far as I know these files a auto-generated with petalinux-tools. Furthermore I tried to set these variables (in build/conf directory) but it didn't do anything. "locale -a" command prints only "C" and "POSIX" locales on my board. Do you have any idea how to achieve my goal? Any advice or suggestion would be appreciated.

Managed to add locales by editing "project-spec/meta-plnx-generated/recipes-core/images/petalinux-user-image.bb" but I'm still not sure if this is correct way to do this.
