Is it possible to get the 1G/2.5G ethernet subsystem configured with 1588 support on a Zynq 7010 or 7015? In Vivado the option for 1588 support always seems to be disabled on these devices.

Which version of VIVADO are you using? With 2016.1, the option looks to be not enabled.
Check in VIVADO 2016.2
Appendix A of PG138 provides steps to enable the time stamping option.

Yes,Xilinx Supports 1588 feature only in 1000Base_x mode in Axi subsytem cores which contains GTX and GTH devices and this feature is not supported in lower zynq devices( Zynq-7010 or 7015) which has GTP.
For third party support for 1588 feature on GTP,please refer below link and you can get the details directly from the vendor using request info option on the right.

Are the instructions in PG138 appendix A correct when they say :"in mac tab de-select processor mode"?
When I deselect "Enable Processor Features" I'm left with, essentially, a TEMAC with no AXI Ethernet Buffer.
My device is a 7045, so not sure if I should post here or start a new thread.

In 2017.3 support of 1588 with Axi buffer is added and no need to de-select Processor features.

If I have Processor-more enabled, I see the m_axis_tx_ts port, but the m_axis_rx_ts port is removed from the IP.
Is this the correct behavior?
How would I get the timestamps from the received packets?
