Raw Part Finding and Failure Analysis: pins T14 & V14 short to B1

Hello,
We've put 14PCS of XCKU15P-2FFVE1517E on PCB, all 14PCS are from the same original sealed packaging, of which 13PCS are worked well, but 1PC got fail.  Anyone can you help us to find out what courses the failure?

The raw part is ED for having two pins of 1.8V short to GND. This part was mounted on the NPI board 956-1801-01 AD PCS: WDSP-DIG1 ; S/N: 11554994 that was failed in Takaya testing and did not applied any power/voltage during the testing.

Part Description: {NPI}IC-FPGA, KINTEX ULTRASCALE+, SPEED

Takaya fail: Failed short # P1V8 to GND

Raw Part Finding and Failure Analysis:

U62.T14 (1.8V) to U62.B1 (GND) ; measure= 1 ohm , good=3.59K ohms

U62.V14 (1.8V) to U62.B1 (GND) ; measure= 1 ohm , good=3.59K ohms

Sounds like a solder short ball to ball under package in assembly,

Have you X-ray'd the pcb to see if there is a solder short?

Unlikely the device itself is bad,'
