What If Redundant Bit Is Not Set in the eFUSE Control Register?

What happens if only one bit is set in the eFUSE Control Register (FUSE_CNTL)? 

I am looking at User Guide 380, Spartan-6 FPGA Configuration.

 

CNTL Security is Bits 8 and 12, what happens if only one of these bits are set?

Key Security is Bits 10 and 14, what happens if only one of these bits are set?

You should always program the primary and redundant bits. If not following this recommendation, the behavior of eFUSE and related function cannot be guaranteed.

You should always program the primary and redundant bits. If not following this recommendation, the behavior of eFUSE and related function cannot be guaranteed.
