11.4 xilinx update not working

I am trying to install 11.4 update on 32-bit Windows 7 but it asks for my installation directory and quits without any errors or messages. I tried the update under XP compatibility settings but still crashes.

I try this upgrade under linux with similar results - after installation directory is provided, the upgrade process tells me "no Xilinx products installed, thank you very much" and gives an "OK" option to quit.

 

Yet the WebPACK is installed and ise is runnig fine

 

I do upgrade from local *.zip file downloaded  before. I haven't tested the on-line upgrade option.
