Cannot obtain Vivado WebPACK License for second 64-bit Windows machine

I have previously successfully obtained a license for Vivado WebPACK on another 64-bit Windows machine by using the Vivado License Manager. I am trying to put Vivado on a second computer now and am unable to create a license for it. I have tried to get the license in the same method as before: VLM->Obtain License->Get Free Licenses->Connect Now. The Vivado WebPACK license does not appear under Activation Based Licenses.

 

I have also downloaded the License Management Tools and run:

installanchorservice.exe xilinxd.exe Vivado-Software

to create a trusted storage area.

Next, I ran:

xlicclientmgr -cr request.xml

to request a license.

 

When I open the resulting HTML file, I see the same licenses available as when going through VLM. Below is the xml file that is created:

Solved, somewhat. I returned the license from the other computer and was then able to get one for the new comp.
