Hi, I am trying to request for Vivado 2016.2, after filling in my information, and clicking next, nothing happens.
I am wondering if the request application had been successful?

There should be a final message along the lines of saying your request has been submitted. Please sign out of all Xilinx sessions, clear the WHOLE browser cache and restart the browser. Internet Explorer tends to work best.
Please also note this post is intended to provide resources to common issues users may experience. In the future please create a new post so all moderators and forum admin can see your question which will yield a quicker response.

Question: Since the release of vivado, and given Xilinx does not support ISE anymore, are all licenses for ISE Design suite free?

Have you checked this Answer Record in relation to Failed export compliance issue?
From here you can see that due to strict export control policy, it is no longer possible to create or to maintain an online account in some E or D category countries. See here for more information.
From this table you can see that Saudi Arabia is a D category county and that is the reason why your account fails with this export compliance error.

Maybe I can get a few questions answered. I bought a board w a Xilinx Artix 7 on board. Trying to learn what to do to program a FPGA. I have a STANDALONE machine w Windows 10 on it..I CANNOT connect to the internet. Have been told by others that Vivado HLx 2017.3: WebPACK and Editions - Windows Self Extracting Web Installer (EXE - 51.22 MB) is all I need to get started.
Is this true?? If so is there a way to get it off the website (https://www.xilinx.com/support/download.html) without having the machine I'm porting it to connected to the Internet???? I created an account, I downloaded it to my machine connected to the internet, copied to a disk and tried to run/extracted the above file on my standalone. It keeps trying to connect to the network.
Can these disks be mailed to me?? Will Vivado work w Windows 10?? Is the Webpack all I need? DO I need anything else from from https://www.xilinx.com/support/download.html ????

If your Windows 10 machine isn’t connected to the internet, then the webinstaller isn’t an option here, as it would try to connect to the internet, trying to download the actual Vivado Software. The Webinstaller is a software that can/needs to be used to download the Vivado software installation files, for which an internet access is required on the machine.
Therefore, as you don't have internet access on this particular PC, then please go to any other machine that has internet and download a Single File Download (SFD): https://www.xilinx.com/member/forms/download/xef.html?filename=Xilinx_Vivado_SDK_2017.3_1005_1.tar.gz&akdm=1
Once downloaded, transfer this to your Windows 10 machine via the e.g. USB memory stick.
Then unzip the .zip file and run the installation. No internet access is needed for this.
Will Vivado work w Windows 10??
Please note that Vivado 2017.3 is only supported and have been tested on these Windows OSs:
On any other Windows OSs, apart from what is mentioned above, Vivado isn’t supported and may not work properly as expected.

Is the Webpack all I need?
Please check https://www.xilinx.com/products/design-tools/vivado/vivado-webpack.html to see what devices are supported by Vivado WebPACK Edition Software.
From here you can see, that from Artix®-7 family, the following devices are supported by WebPACK: XC7A15T, XC7A35T, XC7A50T, XC7A75T, XC7A100T, XC7A200T
If your Xilinx Artix 7 on board is one of these devices, then Vivado WebPACK edition is all what you'd need for this.
(BTW, if all what you need to install is a Vivado WebPACK edition, then at the installation stage, when you’ll be installing the software, please select Vivado WebPACK edition to be installed).

Is it possible to get this disk mailed to me??
This file is 16 gig. I can only use DVDs on my "internet" machine. Cannot plug Thumb drives..or anything external in. So far I've only been able to get 4.7 gig DVDs.
If I remember my colleague had a "ISE" disk ( when it was supported) mailed to him Can you do the same w Vivado?

Please note that no DVDs exist for the Vivado Software, as the files are too big to fit. Back with ISE, the installation files were much smaller, so back then we had an option to send out DVDs. These days, that is not the case anymore.
Is your "no-internet" machine (where you need install Vivado on) on the same internal to your company network, so that you can obtain software on a PC that has the internet access and then transfer the files by copying and pasting from one network drive to another?
If not, and if this "no-internet" machine is totally isolated and no external USB drives can be plugged into this machine, my suggestion for your would be for you to download the files on the machine that has internet access. Then, you can split up the files into the chunks of ~4 or 5GB (using a handy tool called 7-zip, that allows you to split up the large files into smaller file and then put these together into one large file again) and then burn these onto separate DVDs and transfer these that way to your "no-internet" machine where you need install Vivado on. However, you'd also need then to have 7-zip installed on this "no-internet" machine, so that once all of he smaller split up files are transferred, you can then join these together into one file again. To transfer 7-zip tool, you'd also need to find a way of transferring this to this PC (perhaps burning this onto a CD as well?).
And lastly, as an alternative suggestion, you can to ask your IT team to download and install the required Vivado version for you on this machine. Alternatively, they can enable internet access for you on this machine for the duration of the download&install process, and then disable it again, if necessary?
Unfortunately the above are the only approaches you have in such a situation (well, some other users may suggest you some other ways too), as Xilinx no longer provides DVDs.
